Inside the weapon, there is a gameobject called 'AimReference' that you can align to have a more precise aim, you can also increase the precision value of the weapon.
To aim down you will need to increase the following value: - TpCamera: CameraState Aiming > LimitAngle Y - ShooterManager: IK Adjust > MaxAimAngle - Headtrack: Vertical Angle Limit

I raised the camera sway to a high amount and the camera isn't swaying. As a result, I think the raycast aim target isn't working, which is causing this issue. Any ideas on how to fix this?

It doesn't follow the laser sight. Can you check on yours if it is only persistent on the pistols?

Solved;
Raycast Aim Target was not enabled on the vHandgun_Inventory.
If you disable the laser as well as enabling Raycast Aim Target, it should work.
