here is a sneak preview of a target reticle system, using morphing plane (with whatever image you want as a target)
doesn't use projectors, or lights with cookies.
also has child object arrays for particles, and lights (should you want them to move with the deforming target terrain image.
Available here as a free Asset Package:

since its not exactly specific to Invector code, you don't need it to try it out, once available download the asset, import and open the demo scene to test it.
movement is (keyboard wasd, joystick or (if enabled on the inspector) mouse position. some other features/options too, see video.

I actually love the idea of using a morphing plane. I was working on the very same thing but I didn't get finished because the quest system got in the way. I didn't make it as interesting as yours though. No pulsating effects and such.
I grabbed some code from the Megasplat's terrain tessellation + physics example

This is a target system for like AOE attacks right,If so nice work i'll maybe use this once i figure out this stuff im pretty new to unity and invector but i'll post previews of my project once i get a chance and have some good points of views for gameplay
