If the bullets are passing right through the enemy make sure you have the layer Enemy (to hit the main capsule collider) or BodyPart (to hit individual ragdoll colliders) in the AimTargetLayer at the ShooterManager

What version are you using? 1.1.3 In vShooterMeleeTopDown_DemoScene all work fine any help?

Let me make a wild guess and say perhaps your gun isn't pointing exactly straight. It probably is hard to spot in 2.5D , but I see some shots actually are hitting the enemy and some are just plain hitting elsewhere.

On ground its ok. I showed it in the video.

You can hit the ground because it's included in the MouseLayerMask from the TopDownController, just include the BodyPart layer as well to detect and hit this collider
