how can we make the characters movement orbit around the camera, and have that as a camera state?
What I mean is, if you play games like the Witcher 3 and push your joystick right or hit D on the keyboard and hold it, the character goes around in a circle orbiting a central point, clockwise.
The third person controller has always been such that if you keep your joystick on the right or hold D per se, your character will always go right and the camera will allow you to see the characters right side.
And to make this very convenient, if we can solve this, we should put it as a camera state so that the user can switch around.

You mean like the strafe mode? just press tab and the character will strafe around your target

Take GTA V for example, that's a good one. Notice that when you hold a or d, or hold s, the character rotates around a central point. One of the big differences is that when you hold s on GTA V, the character starts orbiting a central point. The third person controller however makes it so that the character faces the camera and walks towards it.

As a matter of fact, I guess the question is more on the line of the locomotion rather than the camera actually. Unless it matters about both

Oh I see, I was playing GTA V right now to test it and the difference is that in GTA V the camera has a 'helper', it tries to auto adjust with your character when you turn and since the camera is turning, your character will turn too leaving with the impression that you're rotating around a circle, ours is totally free leaving the control to the player.
We don't have plans to add any new features into the camera right now, but maybe in the future if this became a popular request
ps* personally I prefer a free camera because it has more freedom and it's less annoying

I think it was on there, but I also agree with @invector, free camera is nice.
