Something is wrong with the AI navmesh agent. When the character is moving to a waypoint and reaches a navmesh boundary, the character walks out of the agent and then falls off the edge. It's almost like the character is fighting the agent. Is there someway to fix this?

I discovered that if I set the acceleration to 1, the problem goes away. Although not 100% percent, I still need to find a better solution.

I believe that the issue lies in the AI using both rigidbody and navmeshagent at the same time.

I've solved the problem, by increasing the stopping distance, the character has no chance of going over the navmesh surface, thus solving the problem.
