Update: I've tried using various methods in the script, CrossFade(), CrossFadeInFixedTime(), Rebind(), Stop(), PlayInFixedTime() and setting the parameters of the transitions to true or false in the code. Nothing seems to work, essentially all I'm trying to do now is force exit/stop the Upperbody layer animation state that is playing to play the desired Base layer animation state as shown in the screen shots.
Specifically: Underwater Armed Anim (UpperBody Layer) -> Underwater Attacks (Base Layer)
*Underwater Armed Anim state is in the Upperbody layer and the Underwater Attacks is in the Base layer.

Update: I found the issue. The issue is with the transition durations and exit times of the animation states. When configured right and timed properly it will execute the animations the way I want them to.
