So I don't know if I did something myself or is it by default, but thing is I cannot move character while small hit reaction is active. Any suggestions where should I look? I might have done something that messed it up if it shouldn't disable movement by default.
FIX: Okay, so I wasn't able to move my character while small hit reaction was playing, it appears it was because of CustomAction tag on animations. Removed tags and it works now.

yes it's definitely because of the Custom Action. Just curious though, doesn't it look weird if a character is moving while reacting to a hit?

That's why we have 2 types of hitReactions the SmallReaction uses the Upperbody layer, so you can still move the character while the animations plays (don't use the CustomAction tag on this one) and the BigHitReaction on the FullBody layer and uses the CustomAction tag to play the RootMotion animation and lock the input.
