Ok, so I would really appreciate anyone who could help. The issue is simple and it's this: When in "aim" view the weapon will sway and change its x z orientation based on the, I believe, chars IK adjusts as it smoothes the arm positions and the weapon. Turning off the IK adjust makes the left hand flutter between states. How can I disable the shooter weapons ability to rotate when in aim mode? It makes non scoped weapon aims look amateur.
To clarify, I wish for the side to side motion of the weapon to be locked so the reticule is always flush with the x z plane instead of changing its orientation based on the bodies position on any sloped terrain.

Ok so this seems like a bug after further inspection. Attached is a video detailing the issue more clearly. When aim is initiated from flat to looking upward, rotation of weapon is fine and maintains proper orientation aiming downward or at ground results in unwanted behavior.
*Edit: It appears it has to do with an object being "too close" when you aim at an object and its closer than a certain distance it will alter the rotation of the weapon in this way until you release the aim and re aim at something far enough away

If anyone else ever has this issue simply untoggle raycast aim target via script when entering aiming.
